A local authority, which successfully prosecuted a landlord for failing to provide warm habitable accommodation, is using the case to remind tenants who rent privately about their rights.
Rossendale Council recently won a case against Joseph Heyworth, the landlord of a properly in Haslingden. He was fined a total of £3,627.
