Should we offer less than asking price when buying new home? | Money | guardian.co.uk

Q My girlfriend and I have found a house we really like in Wimbledon, south London. How much should we offer below the asking price? I have read that you should be offering around 10% - 8% below the asking price, but realise that London is very different to the rest of the country. In May 2007 when we bought our first flat together in Farringdon, we offered the full asking price, but the market was booming then. What is the general rule now?
