The chilling prediction by Mervyn King, governor of the Bank of England, earlier this month that he expects gas bills to rise by 15 per cent between now and next March will have left home owners – many still reeling from last winter’s heating bills – wondering how on earth they are going to keep warm next year.
Coincidentally, the day before King’s icy prognostication, Chris Huhne, energy and climate change secretary, stood up in the House of Commons to flesh out his proposals for the so-called “Green Deal” that he hopes will encourage home owners to make their properties more energy efficient.
